Can humans evolve to breathe underwater?
There are humans (Bajau Laut- sea nomads) who can hold their breath for longer durations (up to some minutes) underwater. However, it is biologically impossible to evolve (or devolve) to live underwater in a short period.
Their metabolisms would have to change radically to become water-breathers. It's not impossible, but it hasn't happened in tens of millions of years, and if it does happen it would likely take tens of millions more. The odds of it happening to humans are so close to zero as to make the answer really just plain "no".
Humans cannot breathe underwater because our lungs do not have enough surface area to absorb enough oxygen from water, and the lining in our lungs is adapted to handle air rather than water.
Artificial gills are unproven conceptualised devices to allow a human to be able to take in oxygen from surrounding water. This is speculative technology that has not been demonstrated in a documented fashion.
In conclusion, while humans cannot breathe underwater in the same way as they can on land, it is possible to train our bodies and minds to breathe while using specialized breathing apparatus such as scuba gear or rebreathers. Proper training and equipment are essential for safe and enjoyable underwater exploration.
It's already happened. Once a body structure is lost, it is unlikely to return. But that doesn't mean it can't happen a different way. On a basic level, a gill is just a region of thin, moist, vascularized skin with a lot of surface area.

In hospital settings, 100% oxygen may be delivered -- but even then only on a short-term basis, says Boyer -- less than 24 hours and preferably less than 12 hours. To breathe pure oxygen at that level for any longer can have toxic results, including "shock lung," or adult respiratory distress syndrome.
Is liquid breathing a real thing?
A fluorocarbon called perfluorohexane has both enough oxygen and carbon dioxide with enough space between the molecules that animals submerged in the liquid can still breath normally. This unique property may be applied to medical applications like liquid ventilation, drug delivery or blood substitutes.
Humans already had gills, or at least our distant ancestors did, some 450 million years ago. Along the way our ancestors traded gills for lungs, which are much more efficient in oxygenating our bodies. There's no reason to think that modern day humans would ever return to having gills, as lungs work much better.
